You cannot hope for democracy, you have to want it. From the beginning, there has been NO framework for democracy in the Middle East, there has only been Islam. That is what is so absolutely stupid about the administration and especially, this State Department. Obama hopes for a transition and Hillary presents a Western view of democracy to Eastern European nations? Saul Alinsky doesn't work in the Middle East. You cannot manage the social conscience of a people that have been ruled by religion. Religion is all they had against the tyrants and now it is their only security. How can you have two sets of laws, one that dictates the will of god and one that dictates the will of people. They will run into conflict and  the will of god will always win out until they develop a framework that accommodates the will of god while ruling by the will of people. The State Department has made an Eastern European framework proposal to an Islamic Revolution. For a woman having her husband spend so much time in the Middle East, she knows NOTHING about the culture. Obama is convinced that diplomacy with the Muslim Brotherhood will quell terrorism and give him a place in history as being "thee One" who brought peace to the Middle East. By now the Arab Spring has lost much of its moral appeal and become just another exercise in regime change and the regimes have reacted correspondingly.&lt;/p&gt;&lt;p&gt;Washington and Europe have contributed to this perversion by introducing their own desires for regime change (Libya and Syria) or regime preservation (Bahrain). A moral appeal depends on persuasion and as such involves a lot of talk. Instead the West has consistently refused talks with Gadaffi and efforts at talks by the Syrian regime were - most likely deliberately - sabotaged by the visit of US ambassador Ford to Hama.&lt;/p&gt;&lt;p&gt;In fact things went wrong before already when - instead of advocating reform in Egypt - Obama pushed for the removal of Mubarak. The damage can be seen even today when the protesters ask for persecution of Mubarak instead of real reforms.&lt;/p&gt;&lt;p&gt;Yemen is a special case. It is a country were for many years the most primitive elements - mountain tribes from the north - have been able to dominate. Now their Machiavellian system of divide and rule is falling apart.
